Is the Zero Covid Strategy in China Really Incoherent in the Long Term?

I mean, did the chinese government just not understand this tension? Did they fail to create an effective vaccination campaign? And did they misunderstand this tension? Or did they think that zero covid was going to work as a way of writing out the pandemic?"
