Are You a Vulnerable Road User?

Many of pedestrians in names you seem to really hate the phrase vulnerable road user. Why is that and how should we reconsider pedestrians, bicyclists and others who are not in a car within the traffic system? "It's what's that line from Orwell from Animal Farm.
