The Tensions in Europe

Tensions are already so high that, you know, any tweak in the balance of armed forces or military budgets is going to resonate and make everybody more nervous. So by the time we get to 1914, you have enormous, ridiculously enormous standing armies. And that's without mentioning the reserves and the plans to mobilize even, even larger numbers of troops.
