The Commerce Department does regulate export of technology quite a bit. We're basically saying, sure, normal law abiding citizen, totally reasonable for you to use anonymization technology. But we can't make this very easy for a nation state adversary like North Korea to use the technology and the people who are creating it have to put effort into preventing that misuse.
