General ray: It's really time for us to look at a true mission partner environment, not a mission partner network. The thing to always remember is that china does not have, and nor does russia, really have large fulsome networks of friends. And so i think its at several levels, except the operating level. Just being able to diffuse ad multiple country's militaries together obviously has an operational advantage in terms of bringing a greater am scale of force to bear in ine conflict situation.
