Only 62 % of the population in hong kong has become fully vaccinated. That's a really low vaccination rate in the people who are most at risk of severe disease and death. Scientists believe this is because these places where coved wasn't an issue, to people living there, it just didn't seem like a risk. When youre living life like a disease doesn't exist, then there's less of an incentive to get vaccinated.

A handful of states around the world have pursued 'COVID zero' strategies. Through a combination of intensive lockdowns, travel restrictions and comprehensive test and trace systems, regions like Tonga, New Zealand, Taiwan, mainland China and Western Australia managed to keep the virus at bay. But now many of these countries are facing new outbreaks on a scale they have not yet seen, and it is being driven in part by vaccine hesitancy.
