If you can get to the asteroid and bring back metals, they're yours. The asteroid itself becomes the prize. I could see where a lot of people would be incentivized to go chasing after the rewards. But it takes the American taxpayer off the hook for every failed experiment. That's right. You only pay out when someone succeeds in the thing you want them to do.
