The Tension Between State Bureaucracy and Teacher Education
In the 1830s and 40s, people in Prussia created a school system from scratch. This really was something driven from the bottom up, despite there being some mandates and incentives from the top down. One of the major goals of those early common schools was to bring people together whether they actually wanted to come together or not. Social solidarity requires some kind of unity that we need to see ourselves as an American identity.
