Just under the rawest possible basis, half of everything right now is publicly accessible in some format. No one's trying to roll that back. I think they try about once every two years, but it's not aggressive. So the whole thing is very porous. It's going to go from very porous to almost entirely porous if people actually followed the damn thing.
