Vladimir Putin is in Moscow but we don't know exactly where that's not information they would normally share common sense suggests that when you've had an earthquake like this the leader of the country should be reassuring his country men. The last time he appeared was Saturday morning Moscow time which is two days ago and all of these developments have unfolded with no direct word from him so yes it's very unusual as this coup attempt or whatever it was was unfolding.
