Multipolar Traps - Is There a Way to Get Out?

In a tragedy of the commons, tribes are in an implicit competition with each other for the same scarce resources. This can become so problematic that they move into an explicit militaristic competition. If we don't resolve it categorically, then we just kind of move the time scales a tiny bit. We have a decoupling of the incentive of each agent from the well-being of the other agents on this planet.
