Is the Verb Really Important?

The most important parts of speech might be mentally determined first and then said first, right? So if like, you know, the way languages evolved, you'd think that the order of thinking would be reflected in the order of speech. But then languages differ on where the different parts of speech go. Is it that all the parts of speech are equally important? I think I heard Steve Pinker once say that the verb was really important. It was like the chassis of the entire sentence.
