Germany's high grade arms steel making depended on the besimer process, which used high phosphorous iron ore from sweden. When germany launched their blitzkreg against poland in september 19 39, germany only had about a nine months supply of ore. German freighter were loading several ships worth of the ore and were hoping to make a quick escape together across the sea to the german ports. William stevenson offered to carry out the mission personally. They smuggled these explosives through their diplomatic pouches, about 30 to forty pounds worth.
