This is a bigger turning point than we might think. In some ways, this is a tougher demand of the American public than entering the war. It's one thing to declare war on Germany; it's another thing to go down to your local post office and fill out forums that allow your own government to send you there to fight. At least a half a million of them don't. And simply never fill out the forums.
