I think there has been a significant movement in the direction for various reasons. Some of it's due to conversations that were sparked by GBD2, some of it's because conferences starting to require impact statements in papers. There have been instances of companies beyond open AI as well as academic researchers explicitly not publishing something in the explicit privacy. It's tricky how do you actually draw those lines? But I think it's good that people are talking about it explicitly rather than it just being a sort of default assumption and lead on publishing.
