What Is Binaural Audio?

Binaural audio is supposed to be a way that you record audio so that when you listen to it you can hear it in all three dimensions. It's kind of like what we think of as surround sound where different speakers can create the illusion of sound in 3D space but I always think of binaural at least in the way I heard about first heard about it years ago was that it's true But supposedly it's literally recorded with microphones like in a mannequin type head and there doesn't seem to be a consensus on this.
