Hitch wrote that, economic efficiency demands that alternative programs be costed prior to the selection of the preferred program. He complained that military planning and budgeting have traditionally been treated as independent activities. Hitch tried to bind programming and budgeting in the Comptroller's office which had purview over systems analysis. The intended result was a unified budget that outlined the cost and objectives of programs including the implications of funding changes.
