In the United States, we're a pretty direct cultural overall. When it comes to giving negative feedback as a manager, you have to do this like compliment sandwich. If I'm in Germany or the Netherlands, I can be much more direct about that potentially and say, Hey, you have an issue with your PRs. That could come off really badly.
