In 1948, Israel's justice minister was at a loss for what to do about declaring independence. He asked his son-in-law if he could consult with an American rabbi who had immigrated from America in the 1930s. The young man said yes and started drafting a proclamation that would legitimize Israeli authority. But it wasn't finished until after Passover on April 23, 1948.
