The Uncertainty of Putin's Military Response to Chechnya
The way Putin fought the war in Chechnya does not necessarily tell us, or get any indication that it's going to develop the way it did. He represented a whole side of Russian public opinion and he was responding to an obviously real problem. I think Crimea was an indicator that Putin would, Putin could do just about anything,. But there was also enough evidence involved in the way that played out that he wouldn't necessarily escalate beyond his capacity at a certain point.
