In some cases, actually morality of the president was part of the ingredients, not just the icing. The best example to grasp is harry truman and nuclear weapons. He said he didn't lose sleep over dropping a bomb on herosion and nanisaki. Part of the reason was prudential, that the alli or saying, don't do it. But a large part of it was that same thing.
