Transparency in Procurement and Contracting

There is definitly some o some progress being made. I think there's a strong culture around the world where governments are willing to engage in transparent procurement practices. The philippines is actually one of the most transparent markets in southeast asia, both on transmission projects and generation projects. And i think a the second thing i would point out is that there are individual companies that have become real cheer leaders, sort of advocates for transparency.
