Is the Constitution the Best Solution to the Enlightenment Problem?

Jeffrey Toobin: The Constitution points towards something like, you know, a type of regime in which the rule of reason wins out. In order to get there, he says, it isn't like the ancient means where you sort of educate people in order to do it. He asks if education could transform leaders and make them more deliberative or better responsible. Toobin: I'm not sure that this approach was actually any better in practice than classical politics.
