Are You a Good Leader if You Learn How to Delegate?

A leader needs to be able to delegate, because a leader can't do everything by himself. So if you're a leader and you're not good at delegating, you're probably not going to be efficient in your work. Do you think that being a good leader is a natural quality that people are born with because of their personality? Or do you think that any one can become a good leader if they learn how to lead and adopt these essential skills? I think it's a mixture of both.
