The systems approach also helps deliberative theorists address some concerns, I think, well-placed concerns. It seems like on some of the early versions of deliberative democracy, quite heavy burden was placed on democratic citizens to be doing a lot of talking and thinking as individuals. That is part of the motivation for the systems view to sort of focus on broader social institutional questions.
