The Time Neutral Case Is Not That Strong, Right?

The world is just a big complicated place and there's just a lot of variables changing all the time. So, to me at least you do have to do your best with empirical data as like imperfect as that is. I'd like to design a mechanism for academia that works okay when people are smart or not so smart. And that doesn't depend on assumptions about how smart they are. But it may not be possible. It may be that something like an academic only really works when you have people who are both smart and sort of fundamentally interested in the topic. Not just interested because they get status money out of it.
