In countries such as malavi, they sometimes even go to court arguing that the ruling party is preventing them from moving about freely. Some roadbook operators state agents, administrative agents, here there to check motor cycle paper work,. But often they will find fault, even if it mabe doesn't exist, or they will, they will delay.
