Professor Foner: The debt limit is itself unconstitutional because it puts the United States in a position where it will be repudiating part of the debt. He says President Biden should ignore the debt limit if it gets to the point where there is no choice but to abide by the debt limit and therefore not pay some of the government's obligations. "There are other ideas floating around, as you know, some of them seem pretty zany," he adds.
