The Problem Is That Politicians Are in Control of the Election Process
In some countries, like germany, this isan independent government agency that is responsible for election administration more generally. Ah, in other nations, like the u.K,. it's an independent commission that focuses specifically on redistrictin and is made up of non partisan, basically career bureacrat type figures. That this gives you a process that won't produce a 100 % fair electoral map every time, but will at least remove that influence of politicians who want to protect their jobs.
