Is There a War of Punishment Between States?

Kant says a war of punishment between states is inconceivable, since there can be no relationship of superior to inferior among them. So you can't use morality to say, poton's been bad, that was clearly aggressive, and he needs to be punished. And so we need to go to war to like that is just not the rate term. This is sort of getting into the hobbsy an difficulties that kant is really taking seriously.
