There's no possibility of constitutionalizing out of the basic setting of politics in which people are pursuing their own private aims. The aspiration to do so leads to the neglect of what the interests are of the elites will then be immunized against democratic contestation. So when that basic public choice thought, for example, grows over into a scepticism of universal suffrage, you will still sometimes see people trollishly saying, well, we ought to have a property minimum threshold for suffrage.
