The idea here is that you're not using source control in order to do your deployment. The main thing is just that every company has to decide what's going to work for them so they can get stuff done and reevaluate that on an ongoing basis. What I often see with deployments as I used to go into consulting clients was they decided 10 years ago how they were going to deploy their applications and never re-evaluated that.
