Are There Strong Suspicions of Corruption in Customs in Madagascar?
In Madagascar, in particular, there were strong suspicions. Less than a fourth of customs inspectors thought their colleagues acted with integrity. Only 6% of them believed that non-ethical behavior was being sanctioned. The conditions are really very conducive to systemic corruption because it is a small environment.
