Radical inactivism is a difficult bedfellow of active inference. A particular kind of thing that had a very, very shallow joty model would have no internal states. So it's perfectly possible to have just a mark of blanket and nothing inside. You can certainly get a representationalist self-organization that would keep people in radical anatism happy, but that's not the kind of behavior we're talking about.
