In 1831 French aristocrat Alexis de Toqueville was given a grant by the French government to investigate prisons and penitentiaries in the United States. He recorded his observations in one of the greatest works of political philosophy, Democracy in America, published in 1835. With American society growing increasingly fractured, individualistic and unequal since the 1960s, many American intellectuals pined for a return to volunteerism.
