She says Medicaid has been a huge reason why people have gained coverage over time because it provided this like backstop for politicians to sort of get away with not doing universal reform. Kohn: In order to really actually control costs, there's not much fat to cut in the coverage and you have to start cutting out beneficiaries in order to lower that.
