Entropy and the Binary String Labeling Scheme

For any given set of states, there are many ways to give labels to the individual elements. There is a minimum average number of bits we can use to describe a certain number of states. We'll label our states starting from the shortest binary strings and working our way up. No matter what my system is, or no matter how many states it has, at most, two states could be said to have an entropy of 1.
