I think if I were to put myself in their shoes, I think the governing philosophy is one, a very acute desire not to miss out on this tech boom. And they seem to have concluded that they either have to constrain the presence of US technology providers or in some cases actually cut them out. The idea is that if we do that well, then we facilitate each other's innovation bases and our economies become stronger as well. We understand that we're all made more resilient, more wealthy, more safe to the degree that our innovation bases are thriving and interoperable.
