If the demos is trying to do all the work all the time, you miss out on the power of experts. So liberalism introduces an aristocratic element into democracy through a representative institution. And liberal is again a kind of restrained opening room for someone who wants to be a good teacher to work hard to make himself herself a good teacher. Which is not allowed by the full fledged Rousseauian doctrine.
