The crew was handed the file about the fly overs on that morning of the flight. They made the flight preparation only from items differing from their normal working documentation. The commission thinks it's probable to captain judged the fly overs presented no difficulties, and he had no need for aditinal information. And both flowers were planned without a previous flight over the airport. Again, no one had looked at the airport before this, or none of the people directly involved had looking at the airport. So again, they're going to do this clean configuration fly over way too low below what it should be.
