Thucydides reports that the first total yearly assessment was set at 460 talents. This figure has caused problems though, as it appears to be way too high. One solution is that the ship suppliers were assessed in a foros equivalence. Possibly one ship was the equivalent of one talent, and therefore the 460 talents included cash, ships, and men.
