The Importance of Elections in Libya

Batili took on board the preference of some foreign countries, western countries especially who have alternate their position between we need to have first constitution and they work on that for a few years. He didn't spell this out explicitly in his address to the security council but implicit in that approach is that he doesn't think that Libya needs or should waste time on trying to achieve reunification of the governments in one before having elections. His argument and the arguments of those who support this election first approach is that if there were to be a new government there's no guarantee that elections will be delivered because once you have a new government we know that Libyan stakeholders like staying in power.
