Is the UN Calling the Shots?
It would be kind of an international equivalent of the Moscow-Washington Hotline during the Cold War where you would have some kind of like immediate system to convene as many countries as possible. And I think that makes a lot of sense and I think that sounds much more doable. It's not exactly sure what that would lead to because then once they're on the phone or they got it in that room you would actually need them to agree on something but at least it sounds like an improvement over what currently happens which is right now if a pandemic hits the WHO takes a few days to react.
