If you want growing GDP per capita, most of the property should be in private hands. The system where you have easy exchanges due to a currency system and so on is the main way of civilization getting rich. Nobody in the history of the world that I'm aware of has ever gotten from hunter gathering to modern civilization except through a system where most of theproperty was privately owned.
