Sergei Rachoyev is a bureaucratic survivor the guy has come to the level of minister of defense without a military background and he he does it but basically never letting go of objective number one which is keep surviving. He's now setting himself up for trying to take Prigosian's entire business in the midst of a conflict, says Peter Bergen. People are making bolder decisions on their own so long as they can basically generate their own success that's actually quite dangerous according to Russian political theory.
