The Importance of a Smaller Unit

Norway has always had a distinct identity when it's ruled by the two other countries. I can never see a situation where Norway or Denmark or Sweden gets oil when they're sort of like warring clans fighting over it. But on the other hand, you know, there is something to be said for having a smaller unit of government.
