The Canadian Government's Response to the Carbon Tax
A federal government that is more ambitious on climate policy than a lot of the provinces are. That may change, but currently you have this dynamic and it's not great in this kind of situation because something like electricity policy is primarily provincial responsibility. This would all be a lot easier if the province is worth thinking ahead a little more. And again, there's a balance there between taking leadership that is probably lacking in a couple provinces and not going so far that it is just an unmanageable fight.
