The payment insurance industry aspect of it will not be relevant. The service delivery for kaiser actually works really well with calcars, cause calcar already accounts for what's called global budgeting. i think a Kaiser system would be one of the ideal type of systems to work under a single pair system. They're going to oppose it because they make billions of dollars from the insurance part of consolidation of their entire system.
