There are still some parts of the US then where the minimum wage is $2.5 or something, and people are just making up their wages with those tips. It's a good thing about the Fair Labor Standards Act that states can improve on it. Some states have improved on it, but it does mean that the bottom is quite low. One of the big changes is that we're increasingly seeing automation in some of these services.
