The Importance of Confrontation in the Blue Spirit Episode
Zhao allows Zuko to see the good and Zuko having him as a foil. If there were no Zhao, would we have the Blue Spirit episode? Who would the Blue Spirit be saving Aang from? So when confronted with someone else wanting the same thing that Zuko wants, it actually causes him to have to dig deeper and confront some of those issues. And also, he knows he doesn't want to be like Zhao.
